Authorizing Norms to Be Reserved for Government in Order to Regulate Problems of Housing Estate in Insufficient Technical Condition

Authorizing norms will be reserved for the RA Government in order to define the state policy of regulating the problems of the housing estate in insufficient technical condition.

Presenting the proposed addendum to the Law on Urban Development at the NA sitting on October 4, the RA Chairman of the Urban Development Committee Armen Ghularyan noted that according to the data collected from the regions and the Yerevan Municipality and the results of the inspection of the technical condition of blocks of flats , there are more than 600 blocks of flats in insufficient technical condition (with 3rd and 4th degree of damage) in the republic. According to the data, 3.2% of about 19.000 blocks of flats in the republic is in insufficient technical condition. There are also more than 1.200 individual residential houses subject to demolition in the settlements of the republic, with the 4th degree of damage, about 1.000 of which were because of natural disasters.

The proposed addendum defines the state policy of regulating the problems of the unsafe housing estate subject to strengthening and reconstruction and demolition, the procedure for temporary resettlement of citizens from that estate in case of strengthening and reconstruction or demolition of the housing estate. The procedures for carrying out inspections of the technical condition of the housing estate and drawing the conclusions reached as a result of the inspection, creating an information system on the technical condition of the housing estate will also be established.

In response to the question of the deputy Sergey Bagratyan, Armen Ghularyan presented the upcoming events. The adoption of the debated authorizing norms will be followed by the elaboration of the Government’s draft decision. Armen Ghularyan explained that although the regulations and procedures should apply to both individual residential houses and unsafe blocks of flats, the fact that blocks of flats are more vulnerable should be taken into account.

The deputy Hayk Tsirunyan presented the endorsement of the NA Standing Committee on Economic Affairs.
